
JOB SUMMARY
The Procurement Manager develops team leadership strategy for their unit, that focuses on maintaining key supply chain metrics. They are responsible for Procurement (Local , Foreign and follow up), Inbound logistics (Customs and Brokerage) and are informed in activities of several other departments. They measure and evaluate Procurement and Inbound logistics performance, looking for ways in which to improve the overall effectiveness of the supply chain to contribute to business efficiency, governance and cost management.
JOB RESPONSIBILITIES
Procurement
- Manages complex agreements to ensure that all parties meet their obligations and supports the procurement of all needs of the sector.
- Manages procurement cost including negotiation to reduce purchase cost, avoid expenses such as demurrage, loss from claims, reduce freight cost.
- Assesses overall contractor /supplier performance against contract and organizational objectives. Analyzes total inventory in pipeline and recommends ways (such as just-in-time techniques) to minimize levels.
- Upholds purchase order governance as per Blue Books policy and minimizes risk or exposure to the business including proper procurement and purchase order approval, import licenses, claims, open orders listing, approved supplier listing and annual supplier listing.
- Identifies with the Procurement Managers & Coordinators, the supply risks and takes/recommends mitigation actions.
- Leads tender and contract management activities inclusive of issuing tender documents, receipt of bids, receiving of evaluations of proposals and awarding of contracts to the successful bidders.
- Participates in the development and implementation of, and, perform all duties in accordance with procedures as per ISO 9001 standards and the Company’s Quality Systems Manual.
- Executes responsibilities and performs other related assigned duties as required by the Head of Supply Chain.
Logistics and Transportation Management
Leads the inbound logistics and customs teams, determining and managing logistics and transportation activities to maximize contribution to organizational effectiveness.
- Decides and implements the optimal transportation strategy considering value for money and sustainability during the procurement process.
- Reviews proposed new or revised acquisition policies and procedures to identify issues with and requirements for logistics operations including freight sourcing, brokerage, haulage.
- Manages and develops inbound logistics and customs teams.
- Manages internal and external stakeholders involved in all activities around purchase order follow up, from requisition to receipt.
JOB QUALIFICATIONS
- Degree in Supply chain / Logistics / Finance / Mathematics & Statistics / Engineering / Business or a related field.
- 6-10 years in a similar position.
- Experience in using Microsoft Office Suite, MS Power BI
